Guidelines to come into force from Aug 1; Schools, Colleges to remain closed till Aug 31

Independence Day Functions Allowed: The lockdown will continue to be implemented strictly in the containment zones till August 31. Home Ministry issued the revised set of guidelines for Unlock 3.0 phase which sets the norms with regards to restrictions that are imposed across the country as part of the COVID-19 precautions.

The Unlock 3.0 rules will come into effect from 1st August 2020 and will be applicable until the end of the month. All educational institutions including Schools, Colleges and all other Institutions have been asked to remain closed until August 31. The MHA guidelines have clarified that the decision to keep educational institutions closed for the complete next month was taken following extensive consultation with states and union territories. The rules also ban any large gathering of people. This means that the Independence Day celebrations across the country will be subdued this year.

Independence Day Celebration With Social Distancing

With 15th August approaching fast, the MHA Guidelines have said that Independence Day functions across the country would be held in strict adherence with social distancing norms. Moreover, participants will have to follow all the SOPs, Guidelines and Protocols issued as part of COVID-19 precautions i.e. wearing of masks etc.

MHA has also asked schools and educational institutions to celebrate Independence Day with virtual competitions for the students. On the occasion of 74th Independence Day, educational institutions are advised to hold online debates, quiz, essay writing and poetry competitions in schools and colleges. These competitions can be held through digital platform to engage students.

Yoga Institutes, Gyms Allowed to Open

As per the new guidelines, the central government has now allowed reopening of Yoga Institutes and Gymnasiums from 5th August 2020 onwards. The Union Ministry of Health is expected to issue the SOPs and other directions for the reopening soon which will have be followed for all such instructions that are reopened from 5th August 2020 onwards.

Cinema Halls, Metros to Remain Closed

On the other hand, the Central Government has maintained complete ban on reopening of Cinema Halls, Metro Services, Swimming Pools, Bars and any large gathering during the period when Unlock 3.0 Guidelines are in place. On similar line, the ministry also said that complete lockdown would remain in place across all containment zones in the country. And the power to identify and demarcate the containment zones has been entrusted to states and Union Territories.

Unlock 3 Guidelines After Thorough Consultation with all Stakeholders

The Unlock 3.0 Guidelines comes as part of the larger process of re-opening of the economy after nearly a complete lockdown of two months. As part of this process, the Central Government allows more activities to be held progressively to restore normalcy and bring back economy on its track. Like previous guidelines, the MHA’s recent guidelines are also compiled on the basis of feedback received from states and union territories, and after extensive consultations with all departments.
